Please join PCLP and LEADS in welcoming Professor Ronnie Mackay from the Leicester De Montfort Law School in Leicester England. Professor Mackay is a Professor of Criminal Law and Mental Health. His presentation will contrast the law relating to the defense of insanity in Arizona and England. The former has altered its insanity defense on several occasions post-Hickley while the latter continues to apply the M’Naghten Rules as laid down in 1843. What can we learn from the operation of the insanity defense in these different jurisdictions, both of which continue to adhere to an approach which many consider anachronistic and much in need of reform?
